The body of a 58-year-old man was discovered Wednesday afternoon near the corner of State Avenue and Washington Street, according to Billings police.
Lt. Matt Lennick said the body was found inside a hand-dug shelter in the area, which is near railroad tracks that stretch into the Western Sugar plant.
Lennick said foul play does not appear to be involved, and the cause of death is pending.
